Well, this is pretty standard - women are complicated... she likes the idea as a fantasy and is more receptive to it when aroused. However, she is probably confused by her own conflicting feelings, between sexual desires and possibly guilt, shame, worry that you have some ulterior motive (common one is that you only want her to be with another man so you can justify fucking another woman). Woman also tend to just be less excited about the idea of fucking a random person than men - when they think about the reality of the fantasy, there is probably apprehension about who this strange man would be, STDs, birth control, what if people found out, what if she liked it too much, what if other men don't find them attractive... etc... men tend to be more impulsive and willing to overlook all the potential risks.
You probably need to start out by just coming out and telling her your fantasy.
