it seems that you are just ¨neighbors¨ as of now, so why not try to get closer as just being friendlier, i mean most men wouldn't reject a woman who is trying to get closer. Also you could try using apps since many apps use your location to show you matches nearby, maybe use this as excuse to lure him onto the idea.

Neighbors can be a good thing, - they are close by and can be summoned when needed for spontaneous pleasure. They can also be a regular, - every night with our wife if that's what the two of you want. But be sure and think through your end-game.
