She is most likely worried about your actual feeling (and any repercussion afterwards) once you two cross the line. It is a good thing because it shows she really loves you. Have you tried finding someone trust-worthy to have a casual night out with and play some truth-or-dare games with to test the water? Fun games & small penalty e.g. touching, kissing or hugging can help break the ice & her barrier, plus let her see your approving reaction. It worked for us and helped me feel more comfortable seeing her really making out with others when we met her first friend in town. By then, I was the person needed to be convinced & felt assuring that it's just sex, nothing more.
