She is most likely worried about your actual feeling (and any repercussion afterwards) once you two cross the line. It is a good thing because it shows she really loves you. Have you tried finding someone trust-worthy to have a casual night out with and play some truth-or-dare games with to test the water? Fun games & small penalty e.g. touching, kissing or hugging can help break the ice & her barrier, plus let her see your approving reaction.
