I think you are playing with fire, at best you should be polite friendly maybe compliment her and if you have a chance to be alone with her spread the compliments to her looks, or body, but sisters will rarely cheat on their own sister especially at home, but it can happen, just tread lightly, let her make the move!

For instance, maybe during just a casual convo, just matter-of-factly say "don't take this the wrong way (the plausible deniability part), but I find you so attractive". Just leave it at that. Don't even worry about her response - it's not about the response - it'll take her time to process anyway. If there's ANY chance she feels the same about you (taboo or not) that seed will germinate in her head and will lower her walls/defenses for phase 2, at a later time.
